Serial molester in court again after allegedly drawing smiley face on woman's feet and touching them

A 36-year-old man was charged on April 24 with outrage of modesty while he was under a remission order.

As part of the order, Tan Boon Hwee who was sentenced to 13 months and four weeks’ jail in July 2023 over multiple counts of molestation, was supposed to keep himself out of trouble from Jan 23 to June 11, reported The Straits Times.

But on April 18 at around 1pm, he allegedly approached a 35-year-old woman at Ang Mo Kio Avenue 3 with a request to draw a smiley face on her feet using a marker and take photos of his drawing on her feet as part of a dare.

Tan allegedly touched her feet while taking photos of them.

He was arrested on April 22 at Mayflower Road.

The offence of outrage of modesty carries an imprisonment term of up to three years, a fine, caning, or any combination of such punishments.

This was only the latest of his offences.

In July 2017, Tan molested a 28-year-old woman after claiming to be part of a charity known as the Barefoot Walking Society and asked her if he could snap pictures of her feet.

Tan was fined $8,000 in January 2019.

In March 2019, he molested an 18-year-old girl after he pretended to be from the People's Association and claimed to be conducting an activity where "they would write quotes on the soles of feet and take photos of them to form a collage".

Tan was sentenced to two weeks and five days’ jail on April 6, 2022.

On July 8, 2022, he molested an 18-year-old girl in Ang Mo Kio after claiming to be doing charity work for a “barefoot organisation” and asking if he could photograph her feet to purportedly support its cause.

Tan was arrested on July 10, 2022, and appeared in court two days later.

On April 17, 2023, after he was released on bail, he used a similar ruse on a 24-year-old woman to snap pictures of her feet at the Singapore Botanic Gardens.

Tan was re-arrested on May 2, 2023 and sentenced to 13 months and four weeks’ jail in July 20, 2023.
