Would having a public dress code lead to less sexual offences?

Two recent articles have been a hot debate among Singapore netizens: a man's opinion letter suggesting that there should be a public dress code, and an elderly Peeping Tom caught looking up women's skirts at Bugis+.

Comments seem to revolve around the same general idea -- should the girls be more modestly dressed to avoid unwanted sexual attention?

However, should a woman's attire really be the sorry excuse for a pervert's inability to control his own sexual urges? If a female was dressed skimpily, does it give another 'permission' to look and do as he pleases? Some would claim that she was 'asking for it'. 

Do you feel that women should do their part by covering up, or do you hate this 'rape culture' and victim-blaming mentality?
